Payee for Austrian tax payments

This recipient is almost identical to the SEPA payee. Differing from this, here IBAN and BIC cannot be determined via the account number and bank code, because this calculation is only provided for German bank connections. In addition, the intended purpose is read-only here, because it will be filled in automatically for the Austrian tax office payment.
